International shipping to and from Saudi Arabia has become simpler with digital customs and integrated logistics providers, but it still involves a sequence of steps, documents and regulatory checks that trip up new importers and exporters. This guide walks through the process, the main trade lanes and the requirements specific to the Kingdom.
Main trade lanes
Imports arrive predominantly from China and East Asia, India, Europe, Turkey, Egypt and the United States, by sea into Jeddah and Dammam and by air into Riyadh and Jeddah. Exports — petrochemicals, plastics, dates, dairy, construction materials and manufactured goods — leave through the same gateways and by road to the GCC.
Air or sea
Sea freight suits volume and non-urgent goods, with transit of two to six weeks from Asia and Europe. Air freight delivers in one to three days at a much higher cost per kilogram. Many businesses use sea for regular stock and air for launches, shortages and samples.
Required documents
- Commercial invoice with HS codes, values, Incoterm and currency.
- Packing list with weights, dimensions and package counts.
- Bill of lading (sea) or air waybill (air).
- Certificate of origin, attested where required.
- Product conformity certificates via SABER for regulated goods.
- SFDA approvals for food, cosmetics, pharmaceuticals and medical devices.
Importer registration
The importer must hold a valid commercial registration and be registered with customs. Some product categories require additional licences.
Duties and VAT
Customs duty varies by HS code (commonly 5 to 15 percent, higher for some categories) and is calculated on the CIF value. VAT of 15 percent applies to the value including duty. GCC-origin goods with a valid certificate are duty-exempt.
Incoterms
The Incoterm agreed with the supplier defines who arranges and pays for each stage. Importers seeking control typically buy FOB or EXW and let their forwarder manage the shipment; those wanting simplicity may buy DAP or DDP.
Transit and clearance times
Allow one to three days for customs clearance after arrival when documents are complete, longer if inspection or missing certificates intervene.

Missing SABER certificates, HS code errors, invoice values that do not match, and shipments booked without checking product restrictions.
